This article presents an overview of green building economics and policies through a survey of theoretical and empirical evidence concerning green building practices. We define green building policy as policies that affect the entire life of the building, from design and construction to operation and deconstruction.

Urban areas are usually warmer than their rural surroundings, a phenomenon known as the “heat island effect.” As cities develop, more vegetation is lost and more surfaces are paved or covered with build­ings. The change in ground cover results in less shade and moisture to keep urban areas cool.
