In this report, we evaluate policies to reduce GHG emissions in urban areas according to multiple criteria, based on an extensive literature review. Municipal governments implement policies (regulations, charges, subsidies, etc.) to induce actions (such as improved energy efficiency in buildings or a shift to public transit).

Buildings consume nearly 40% of primary energy production globally. Certified green buildings substantially reduce energy consumption on a per square foot basis and they also focus on indoor environmental quality. However, the co-benefits to health through reductions in energy and concomitant reductions in air pollution have not been examined.

There has been tremendous technical and policy activity in recent years aimed toward improving building energy performance, with a focus on getting to very low energy buildings and targeting “zero” energy or emissions buildings.

Cities are increasingly taking actions such as building code enforcement, urban planning, and public transit expansion to reduce emissions of carbon dioxide in their communities and municipal operations. However, many cities lack the quantitative information needed to estimate policy impacts and prioritize city actions in terms of carbon abatement potential and cost effectiveness.
