This paper explores the redevelopment potential of ageing and underutilised public housing properties in the middle suburbs of major Australian cities. State governments lack strategies for the renewal of this housing in the current fiscally constrained environment.

Due to the unsustainable nature of urban sprawl, Australian metropolitan strategies have increasing been pushing for increased levels of infill: the redevelopment of existing urban (typically residential) land. However, the current infill models of Brownfield and lot-by-lot redevelopment are largely incapable of generating the volume or range of future housing needs.

This study describes the results of Life Cycle Assessment (LCA) applied to 24 statistically-based dwelling archetypes, representative of the EU housing stock in 2010. The aim is to quantify the average environmental impacts related to housing in Europe and to define reference values (baseline scenario) for policies development.

This report argues that energy efficiency is potentially the quickest and cheapest way to cut greenhouse pollution. Energy savings of 30% are possible using immediately available effective technologies. The report recommends that efficiency improvements be complemented by appropriate utility tariffs and safety net measures.

Climate change is leading to an increased frequency and severity of heat waves. Spells of several consecutive days of unusually high temperatures have led to increased mortality rates for the more vulnerable in the community. The problem is compounded by the escalating energy costs and increasing peak electrical demand as people become more reliant on air conditioning.
