With urban infrastructure in urgent need of revitalization, it’s time for new thinking about how the civic realm can better serve public needs and meet environmental goals. Chinatown Green Street, in downtown Washington, D.C., is a unique demonstration project that on one city block combines advanced “green,” “complete,” and “smart” street concepts.

Urban areas are usually warmer than their rural surroundings, a phenomenon known as the “heat island effect.” As cities develop, more vegetation is lost and more surfaces are paved or covered with build­ings. The change in ground cover results in less shade and moisture to keep urban areas cool.

Covering roofs and walls of buildings with vegetation is a good way of reducing greenhouse gas emissions. And these green roofs and walls make cities look nicer. Toronto’s central business district adopted a policy of establishing green roofs on around half of all city buildings in 2009. Research shows this could reduce maximum city temperatures by up to 5℃.

The provision of publicly accessible parks and green spaces is a policy issue at multiple levels of central and local government, devolved national administrations and local authorities. Parks and green spaces are typically free at the point of access and this access is usually unregulated; spaces where people can move, breathe, play and run.

Little research has been done into robustness of ‘green’ commercial building performance and the consequent risk to both environment and investor of a building/occupant mismatch. This project describes a due diligence analysis on a ‘green’-rated office building. The building was assumed to be a system consisting of envelope, services, occupants, economic and urban environment.
