This report is about mobilizing building code regulations for risk reduction.  In the past 20 years, natural disasters have affected 4.4 billion people, claimed 1.3 million lives, and caused $2 trillion in economic losses.

The bulk of climate research has tended to underplay the risk of lower-probability, higher impact events. However, if climate policymaking is to be soundly based, a reframing of scientific research within an existential risk-management framework is now urgently required.

Ultimately, risk reduction from the implementation of building codesis due to not only the extent of the code as it applies to new construction, but also from the intensity of local adoption and enforcement.  It is normally an open question as to how well a code is maintained and enforced at the local level, even for a relatively strong adopted statewide code such as the Florida Building Code.
