The Pacific Northwest National Laboratory (PNNL) is a leading organization globally on building energy codes and standards. PNNL has served as the technical lead for DOE’s Building Energy Codes Program in the U.S. and worked on building energy codes in many countries including Vietnam, India, China, and Russia.

Buildings currently account for over 35% of Vietnam’s total energy consumption. Buildings codes could result in 30-40% buildings energy savings. The Vietnam Building Energy Code (VBEEC) was introduced in 2013 and now scheduled for revision in 2016.

The 21st century has seen an unprecedented expansion of urban rail as a response to urban congestion, low carbon mobility and as a seed for urban regeneration. Many cities would like to do much more rail in their futures to create knowledge economy centres but cannot find the funding, including Australian cities that are the focus for this paper. Four approaches to funding are outlined from fully government to fully private with two in between.

In the move towards low carbon living, the challenges faced by lower income groups are often overlooked. Recent rises in electricity costs disproportionate to income make this a more critical issue. Based on findings from focus group discussions with 164 lower income households and 18 stakeholders across 4 different climate zones in Australia, this paper reveals the barriers that lower income households face in improving their residential energy efficiency and in achieving low carbon living.
