Executive summary: Since the launch of the Green Star rating system in 2003, hundreds of buildings around Australia have been independently certified for their sustainable design and construction using Green Star rating tools.A large amount of evidence that illustrates the transformative effect of Green Star on sustainability at the individual building level has been collected to date. However before now, no comprehensive quantitative research has been conducted into the overall impact that Green Star has had on Australia's built environment.

Climate change is leading to an increased frequency and severity of heat waves. Spells of several consecutive days of unusually high temperatures have led to increased mortality rates for the more vulnerable in the community. The problem is compounded by the escalating energy costs and increasing peak electrical demand as people become more reliant on air conditioning. Domestic air conditioning is the primary determinant of peak power demand which has been a major driver of higher electricity costs.

The aim of Energy Efficiency Opportunities is to encourage Australia’s large energy-using businesses to identify and implement projects that will save energy, lower their business costs and reduce greenhouse gas emissions. 
 
Introduced in July 2006, participation in the program is mandatory for corporations using more than 0.5 petajoules (PJ) of energy per year. Currently 226 corporations have registered for the program, with 199 of these having registered within the first trigger year of 2005–06. The program’s first five-year cycle runs from 2006 to 2011.

This report argues that energy efficiency is potentially the quickest and cheapest way to cut greenhouse pollution. Energy savings of 30% are possible using immediately available effective technologies. The report recommends that efficiency improvements be complemented by appropriate utility tariffs and safety net measures.
The report, a joint project between the Australian Council of Social Services (ACOSS), the Australian Conservation Foundation (ACF) and CHOICE, says five percent of existing homes should be retrofitted each year with energy and water saving technologies such as insulation, solar hot water and rainwater tanks to offset inevitable increases in utility prices resulting from emissions trading and other factors.

The pursuit of energy efficiency would also seem to be in the interests of any rational producer or consumer, firm or household. Yet the issue at the heart of this inquiry is why producers and consumers do not always seek greater energy efficiency, even when it seems cost effective for them to do so. Why isn’t the market working - or is it? Answering these questions is important in framing a policy response that will provide net benefits for the community.

This paper examines the importance of household energy use and research into it. It reviews studies from around the world that have measured and investigated the characteristics of such consumption. It then concentrates on relevant research of this kind in Australia. It goes on to distill the main determinants of energy use by households and discusses the important phenomenon of inter-correlation between these influences.

Discussion paper
