WGV is a 2.2ha residential infill development in White Gum Valley delivered by the Western Australian State Government Developer, LandCorp. Consisting of four multi-residential sites, one group housing site and 23 detached residential sites, WGV will eventually accommodate up to 100 dwellings and around 250 people. Civil works commenced at WGV in 2014, with construction of the first buildings starting later the same year. As of July 2019, WGV is approximately 60% built out and occupied.

3D modelling of precincts and cities has significantly advanced in the last decades, as we move towards the concept of the Digital Twin. Many 3D city models have been created but a large portion of them neglect representing terrain and buildings accurately. Very often the surface is either considered planar or is not represented.

While the focus is on the City of Belgrade, the aim of this report is to support all public authorities and agencies developing and implementing integrated approaches to both energy efficiency in buildings and district energy supply. It provides guidance to decision-makers in Belgrade, while presenting universal recommendations to align district energy and energy efficiency in buildings. Combining energy efficiency measures and district energy is often seen in the context of achieving deep decarbonisation in the most cost-effective manner.

With the accelerating pace of urbanisation around the world, the planning, development and operation of buildings and precincts have become increasingly important with respect to energy use and the associated carbon footprint of the modern built environment. Over recent decades, much effort, both in research and in practice, has been devoted to building construction and urban planning for the improvement of energy efficiency and greenhouse gas emissions.
