The Australian Building Codes Board (ABCB) has been requested to consider potential stringency changes to the energy efficiency provisions in relation to commercial buildings in the 2019 edition of the National Construction Code (NCC). More specifically, the ABCB was tasked to develop updates to the energy efficiency provisions in the NCC that are economically feasible.

The 2012 International Energy Conservation Code contains 396 separate requirements applicable to non-residential buildings; however, there is no systematic analysis of the energy cost impact of each requirement. Consequently, with limited building department resources, the efforts for plan review, inspection, and training may not be focused on the most impactful items. An inventory and ranking of code requirements based on their potential energy cost impact is under development and the approach is described in this study.

Buildings are the focus of European (EU) policies aimed at a sustainable and competitive low-carbon economy by 2020. Reducing energy consumption of existing buildings and achieving nearly zero energy buildings (NZEBs) are the core of the Energy Efficiency Directive (EED) and the recast of the Energy Performance of Building Directive (EPBD). To comply with these requirements, Member States have to adopt actions to exploit energy savings from the building sector.
