Transformation of the motor vehicle fleet has been an important feature of the world’s peak car phenomenon. Very few urban transport studies have explored such important changes in large urban cities. Using an innovative green vehicle datasets constructed for 2009 and 2014, this paper investigates the ongoing change in urban private vehicle fleet efficiency (VFE) in Brisbane.

The Australian Building Codes Board (ABCB) has been requested to consider potential stringency changes to the energy efficiency provisions in relation to commercial buildings in the 2019 edition of the National Construction Code (NCC). More specifically, the ABCB was tasked to develop updates to the energy efficiency provisions in the NCC that are economically feasible.

Several standards regarding energy consumption have emerged in the last decade, defining increasing requirements, and culminating with the recent emergence of the “nearly zero energy” buildings concept, as described in the Energy Performance of Buildings Directive1. However, these standards are mainly focused on new buildings neglecting, most of the time, the existing ones that represent the least efficient, the largest consumers and the largest share of the building stock.

Regulations governing the energy efficiency of new buildings have become a cornerstone of US environmental policy. California enacted the first such codes in 1978 and has tightened them every few years since. I evaluate the resulting energy savings three ways: comparing energy used by houses constructed under different standards, controlling for building and occupant characteristics; examining how energy use varies with outdoor temperatures; and comparing energy used by houses of different vintages in California to that same difference in other states.
